BOARD MEETING MINUTES

JUNE 13, 2017 OLGA COMMUNITY CLUB, OLGA, WASHINGTON 98279

 

The Meeting was called to order by President Mark Mayer at 5: 02 p.m.

Board Members Present: MA Martin, John H. Miller, Pat Boehm, Ted Driggers, Mark Mayer

Others Present: B Frenyea, Administrator; S Rodenberger, Scribe; S Emmes, Olga Community Club President

ANNUAL MEETING

Mr. Emmes reports that at the last Olga Community Club potluck meeting Mr. Frenyea and Mr. Bowen spoke about the need for a quorum at the Olga Water Users annual meeting. It was proposed that the Olga Community Club potluck merge with the Olga Water Users annual meeting.  After discussion MA Martin made a motion to not merge the potluck with the OWU annual meeting, John H. Miller seconded the motion.  The motion to not merge the OCC potluck with the OWU annual meeting was passed unanimously

ADMINISTRATOR REPORT

We have received notification that the debt owed to the IRS has been reduced by the IRS

All OWU files have been taken to the plant office; there are files missing from 2010, 2011, 2015 and part of 2012.

The ground clearing at the plant office was requested by Mr. Wixom, Plant Operator. Mr. Wixom asked Mr. Seagult to clear the sign line.

There was one property transfer at 79 Mt. Entrance Road, sold by Harding to Schultz.

MINUTES OF THE LAST MEETING

MA Martin made a motion to accept the minutes of the last meeting with changes, seconded by Ted Driggers, motion approved with one abstention

FINANCIAL REPORT

We are still at 73% of budget; we will have future expenses. Motion by John H. Miller to approve the financial report, second by Pat Boehm; unanimous approval of the financial report.

 

OLD BUSINESS

Sand Filter – Mr. Boehm received sand reports from six companies, one company meets the criteria and it is a plant in Anacortes near Burlington. Mr. Boehm commented that is would be nice to have more “fines” washed out of the sand and will contact the plant to see if it would re-wash the sand for a price.  Shipping and 100 yards of sand would be $35,000 to $40,000 for a total cost.  Knowing that the pit the company is working has the right sand we want to make a commitment before a new pit is opened.  Mr. Boehm to find out how we store the sand if we get it now and do not use it for six months.  Mr. Boehm will find out about equipment, timing and storage and have the information ready for the Annual meeting.  We will also check on approval from the Department of Health, State of Washington  (DOH).

Small tank – Our engineer will try to review the information on adding the small tank and get approval. Our engineer will be taking a year off and we will need to also get approval from the DOH.

WAWA – Mr. Boehm recommends advertising for a local person that is, or will become certified for sand filters. One of the Board members will speak with Mr. Lawless to see if he knows anyone that might be interested and what his plans for the future might be.  It was recommended that Mr. Lawless speak directly to the board.

SERVICE LINES POLICY

After Board review of the Service Lines Policy, Mr. Driggers made a motion to accept the current wording, send by John H. Miller; motion passed unanimously. Mr. Mayer will send a clean copy of the Service Lines Policy for posting to the WEB.

NEW BUSINESS

Multiple Property Line Service Agreement. Mr. Mayer will send out the draft again and there will be a review at the next meeting

Bylaws Amendment – Mr. Mayer to define the Amendment and send it to Mr. Frenyea to be included in the Annual Meeting notice

The information to be sent to the Olga Water Users was discussed

Mr. Driggers presented the Meter Reading vs. Usage information for March, April and May. The leakage rate will be reviewed and discussed.

MA Martin questioned if we had responded to the Count of San Juan’s request for information for their comprehensive plan.

Annual Meeting will be July 8th at the Olga Community Club

Next meeting will be July 11, 2017 at 5: p.m. at the Olga Community Club
